He was a military officer and eventually a territorial Governor after a circuitous career. He started as a civil servant in Switzerland, joined the Prussian army, moved to the Swiss Guards of the Dutch Republic and joined a British regiment that was placed in North America during the French and Indian War. Haldimand was at the Battle of Carillon \/ Battle of Fort Ticonderoga on Lake Champlain in 1758. \u00a0After placements at Oswego, New York, Fort Ontario, and took control of Montreal on September 8, 1760, the year after the fall of Qu\u00e9bec to the British. He was responsible for overseeing the transfer of responsibilities from French to English under General Jefferey Amherst and General Thomas Gage. He transferred to become military head of the Southern Department (southern American colonies)until 1773. The British Home Office contributed to his problems with goods&#8217; supply and funding of government affairs in the colonies (which led to the American Revolution against the British governing style). In 1772 he was promoted to colonel commandant, then to major general (and became a British subject).<\/p>\n<p style=\"text-align: justify;\">General Gage placed Haldimand in New York in 1773 as temporary commander-in-chief of North America while Gage returned to England. The political climate in the colonies declined but he resisted bringing troops into conflict with the citizens and did not get drawn into territorial disputes, ex. the New Hampshire Gants, and refused to protect tea shipments after the Boston Tea Party, unless specifically commanded to do so. After the Battles of Lexington and Concord on April 19, 1775, additional military leadership arrived from England and Haldimand returned to London.<\/p>\n<p style=\"text-align: justify;\">In 1778 he was named Governor of the Province of Qu\u00e9bec (which included present-day Ontario) and served there through the American Revolution. He built up British defences in anticipation of a potential attack from the American colonies. In 1781 he tried to negotiate an agreement with Vermont (after it separated from New York in 1777)to join as a British province. Before he could complete that deal the British surrendered at Yorktown and Vermont stayed as an American colony.<\/p>\n<p style=\"text-align: justify;\">In November 1775, Guy Johnson and Joseph Brant travelled to London, on the eve of the American Revolution, to get a commitment\/promise from the British Crown. If the Iroquois fought for the British in the upcoming war, then they would get a land grant in Canada afterwards. Brant was a shrewd observer of reality and anticipated the possibility, if Britain lost, that American colonists would confiscate the land and all possessions of any who were &#8220;loyalists&#8221; to Britain. The British government compensated both Native and white Loyalists for their losses.<\/p>\n<p style=\"text-align: justify;\">With the Treaty of Paris &#8211; 1783 &#8211; and American Loyalists seeking protection with the British, Haldimand helped relocate people in New Brunswick and Ontario. Haldimand and his Superintendent of Indian Affairs, Sir John Johnson, helped move displaced Iroquois who had been driven out of New York during the war to tracts of land on Ontario at the Bay of Quinte and along the Grand River. He issued the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Haldimand_Proclamation\">Haldimand Proclamation<\/a> which created these land reserves for displaced native people. The text of the Proclamation, October 25, 1784,\u00a0is:<\/p>\n<p style=\"padding-left: 40px; text-align: justify;\">&#8220;<em>Whereas His Majesty having been pleased to direct that in consideration of the early attachment to his cause manifested by the Mohawk Indians, and of the loss of their settlement which they thereby sustained &#8211; that a covenant tract of land under his protection should be chosen as a safe and comfortable retreat for them and others of the Five Nations, who have either lost their settlement within the Territory of the American States, or wish to retire from them to the British &#8211; I have at the earnest desire of many of these His Majesty&#8217;s faithful Allies purchased a tract of land from the Indians situated between the Lakes Ontario, Erie and Huron and I do hereby in His Majesty&#8217;s name authorize and permit the said Mohawk Nation and such others of the Five Nation Indians as wish to settle in that quarter to take possession of and settle upon the Banks of the River commonly called Ours [Ouse] or Grand River, running into Lake Erie, allotting to them for that purpose six miles deep from each side of the river beginning at Lake Erie and extending in that proportion to the head of said river, which them and their pposterity are to enjoy for ever.<\/em><\/p>\n<p style=\"padding-left: 40px; text-align: justify;\"><em>Given under my hand and seal at arms, at the castle of St. Lewis at Qu\u00e9bec, this twenty-fifth day of October one thousand seven hundred and eighty-four and in the twenty-fifth year of the reign of Our Sovereign Lord George The Third by the Grace of God of Great Britain, France and Ireland, King, Defender of the faith and so forth.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>Fredk Haldimand<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>By His Excellency&#8217;s Command<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>R. Matthews<\/em>&#8220;<\/p>\n<p style=\"text-align: justify;\">The proposed territory for the Iroquois relocation had to be purchased from the Mississaugas of the Credit. Haldimand sent Colonel John Butler, on May 22, 1784, to negotiate a treaty. The final treaty included about 3 million acres between Lakes Huron, Ontario and Erie for \u00a31180.00. This is known as the &#8220;Between the Lakes Treaty&#8221; No. 3.<\/p>\n<p style=\"text-align: center;\"><img data-recalc-dims=\"1\" decoding=\"async\" data-attachment-id=\"3497\" center;\">1798<\/h5>\n<p style=\"text-align: justify;\">It appears that, in spite of the &#8216;best efforts&#8217; by the parties (the Mississaugas, Joseph Brant, Guy Johnson, John Butler, William Crawford, deputy surveyor-General John Collins, Jinterpreter, John Rousseau, Frederick Haldimand, etc.), there are often if not always disagreements in interpreting original intent in present circumstances. As the present-day <a href=\"https:\/\/anishinabeknews.ca\/2019\/12\/07\/between-the-lakes-treaty\/\">Anishinabeks point out<\/a>,<\/p>\n<p style=\"text-align: justify; padding-left: 40px;\">&#8220;&#8230;the description of the lands included in the purchase agreement was inaccurate, as so many of these documents were. This was mostly owing to the relative ignorance of the British officials about the actual geography of the country they were dealing with.&#8221;<\/p>\n<p>Thus, an amendment was negotiated and signed on December 7, 1792. This amendment &#8216;corrected the description&#8217; and restated the right to build roads and have free navigation through Mississauga lands.<\/p>\n<h6>On April 26, 1784, Haldimand wrote:<\/h6>\n<p style=\"text-align: justify; padding-left: 40px;\">&#8220;The mode of acquiring lands by what is called Deeds of Gift is to be entirely discontinued, for, by the King&#8217;s instructions, no Private Person, Society, Corporation or colony is capable of acquiring any property in lands belonging to the Indians, either by purchase, or grant or conveyance from the Indians, excepting only where the lands lie within the limits of any colony the soil of which has been vested in Proprietaries or Corporations by grants from the Crown; in which cases such Proprietaries or Corporations only shall be capable of acquiring such property by purchase or grants from the Indians.&#8221;<sup id=\"cite_ref-7\" class=\"reference\"><\/sup><\/p>\n<p style=\"text-align: justify; padding-left: 40px;\">Government officials originally interpreted the grant as prohibiting the Indians from leasing or selling the land to anyone but the government. Joseph Brant countered that Haldimand had promised the Indians freehold land tenure equal to that enjoyed by the colony&#8217;s Loyalist settlers. As freeholders, the Indians could lease or sell land to the highest bidder. In 1793, Lieutenant Governor <a title=\"John Graves Simcoe\" href=\"https:\/\/en.wikipedia.org\/wiki\/John_Graves_Simcoe\">John Graves Simcoe<\/a> stated that the Indians could not lease their land since British subjects could lease land only from British subjects. Brant considered the right to lease or sell land as a litmus test for Indian sovereignty.<\/p>\n<p style=\"text-align: justify; padding-left: 40px;\">The Crown said that the grant was for all members of the Six Nations, but Brant said the land should be only for members of the Six Nations who lived on the land.&#8221;<\/p>\n<p style=\"text-align: justify;\">&#8220;In 1791, at the request of the Six Nations, an initial survey was completed. It was agreed between Joseph Brant, Henry Tekarihoga, and other chiefs with the <a class=\"mw-redirect\" title=\"Nassau District\" href=\"https:\/\/en.wikipedia.org\/wiki\/Nassau_District\">Nassau District<\/a> land board that the middle of the grant should not follow the exact windings of the river, but that it should be drawn from an easterly bend near the river&#8217;s mouth straight to the Mohawk village.<sup id=\"cite_ref-FOOTNOTEKelsey1984555_10-0\" class=\"reference\"><\/sup> Although the government alleges that the Six Nations agreed to the accuracy of the information gathered during the 1791 survey, the resulting documentation in the form of a map signed by the Land Board and the Six Nation chiefs was subsequently &#8220;believed lost or destroyed&#8221;.<sup id=\"cite_ref-FOOTNOTEJohnson196457_11-0\" class=\"reference\"><\/sup><\/p>\n<p style=\"text-align: justify;\">The Crown&#8217;s position was that the extent of the land was as determined in the subsequent <a title=\"Thomas Ridout (politician)\" href=\"https:\/\/en.wikipedia.org\/wiki\/Thomas_Ridout_(politician)\">Thomas Ridout<\/a> survey of 1821, drawing a northern boundary near the present location of <a title=\"Elora, Ontario\" href=\"https:\/\/en.wikipedia.org\/wiki\/Elora,_Ontario\">Elora, Ontario<\/a>, referred to at the time of the survey as &#8220;<a title=\"Elora Gorge\" href=\"https:\/\/en.wikipedia.org\/wiki\/Elora_Gorge\">The Falls<\/a>&#8220;.<sup id=\"cite_ref-FOOTNOTEJohnson1964128_12-0\" class=\"reference\"><\/sup> In this survey, the size of the grant was described as 674,910 acres (2,731.3\u00a0km<sup>2<\/sup>)<sup id=\"cite_ref-FOOTNOTEJohnson1964128_12-1\" class=\"reference\"><\/sup> As early as July 4, 1819, Six Nations chief <a class=\"mw-redirect\" title=\"John Brant (Mohawk chief)\" href=\"https:\/\/en.wikipedia.org\/wiki\/John_Brant_(Mohawk_chief)\">John Brant<\/a> (<i>Tekarihoga<\/i>), son of Joseph Brant, in a speech at a council held near present-day <a title=\"Hamilton, Ontario\" href=\"https:\/\/en.wikipedia.org\/wiki\/Hamilton,_Ontario\">Hamilton, Ontario<\/a> to deal with land issues, stated, &#8220;We are surprised to find that [the] Government says that we own the Lands to the Falls only as we have the Writings to prove otherwise.
