When land changed hands it was often done by “treaty”. Not all parties agreed that the negotiations toward a treaty were “fair”. In modern negotiations, a truism is, “If both parties are equally unhappy with a deal, then it was a good deal.” When land treaties were negotiated, both parties may have been happy at the time, but changed their minds later. At the time of treaty-making, both parties may not have had the same understanding of the deal. Subsequently, not all parties were equally unhappy and thus the ongoing issues for the federal government to resolve.<\/p>\n
