They exist at the will of the Provincial government. The <a href=\"https:\/\/www.ontario.ca\/laws\/statute\/01m25\">Ontario Municipal Act<\/a> describes their operation. They have: \u00a01) stockholders \/ taxpayers \/ voting citizens, 2) CEO (Mayor), 3) Executive Board of Directors (Councillors), 4) a Clerk to keep records, 5) a Chief Financial Officer to keep track of the money, 6) a Fire Chief. All other roles are optional, including the office of a CAO. All other roles are hired at the will of Council.<\/p>\n<p>Voters tell the Council what they want by:<\/p>\n<ul>\n<li>telling candidates what they want during elections,<\/li>\n<li>calling and emailing the Mayor and Councillors,<\/li>\n<li>appearing at Council meetings as presenters and delegations,<\/li>\n<li>telling Council what their goals and aspirations are during the strategic plan review process. [Happening right now, Sept, 2024]<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">There are critical processes and reports that are required to keep the Council and voters aware of what is happening:<\/p>\n<ul>\n<li style=\"text-align: justify;\">Reports to Council (and citizens) in public session,\n<ul>\n<li><span style=\"color: #ff0000;\"><em><strong>Rules of Procedure<\/strong><\/em><\/span> re. who can speak, when, about what at Council meetings [Conclusions \/ Opinion: the rules presently hinder rather than facilitate citizen participation.]<\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\">the <span style=\"color: #ff0000;\"><em><strong>Strategic Pla<\/strong><strong>n<\/strong><\/em><\/span>, work plans and required reports to Council and public, [Conclusions \/ Opinion: the present Strategic Plan lacks fulsome accountability and no enforcement mechanisms for non-compliance by staff.]<\/li>\n<li style=\"text-align: justify;\">the <span style=\"color: #ff0000;\"><em><strong>Budget<\/strong><\/em><\/span>.
