{"id":6402,"date":"2025-10-09T17:52:35","date_gmt":"2025-10-09T21:52:35","guid":{"rendered":"https:\/\/thisiswilmot.ca\/?page_id=6402"},"modified":"2025-10-09T20:16:50","modified_gmt":"2025-10-10T00:16:50","slug":"delegation-may-12-2025","status":"publish","type":"page","link":"https:\/\/thisiswilmot.ca\/?page_id=6402","title":{"rendered":"Delegation May 12, 2025"},"content":{"rendered":"<h4 style=\"font-weight: 400; text-align: justify;\">2025.05.12 PMP Delegation<\/h4>\n<p style=\"font-weight: 400; text-align: justify;\">In Report No CL2026-06 dated April 4, 2016, the Corporation of the Township of Wilmot approved entering into an agreement with Createscape Waterloo regarding, \u201c<em>2017 Sesquicentennial Initiative Township of Wilmot Administration Grounds<\/em>\u201d.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">In this contract the Township was responsible for providing an educational component. In an FOI request which I submitted in July 2024 I requested the documents related to fulfilling this responsibility. After 2 appeals I received, on the Tuesday after Easter, and the day before the working group\u2019s recommendations were released to the public, about 400 of the 700 related documents. The release of these public documents 9 months later, after it would be too late to provide factual knowledgeable input to the working group, must surely be just a coincidence.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">I have included in the complete version of my delegation which will be submitted to the Clerk for attachment to the minutes, some of those documents which Councilors may find interesting in their deliberations.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">In spite of the absence of access to some critical sources of information the working group and consultants have produced a voluminous 3-part report with recommendations for Council\u2019s consideration. It reflects dozens of methods of getting public input from hundreds of citizens, elders, experts &#8211; the list is apparently impressive. The report describes the strategies used for distilling this vast input into a 3-part report to Council and the public. The question arises, \u201cHow much of this data was sourced via the 12 working group members, and how much was sourced and filtered by the consultants?<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">On the other hand, I suggest that the Report before Council tonight, CAO-2025-10, be considered in the context that it was prepared by, reviewed by, and submitted by 3 roles, but one person only.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">On page 2 of the Report, CAO-2025-10, Background section, the writer makes reference to an <strong>interim<\/strong> motion from a February 26, 2024 Council meeting but for some reason has omitted reference to the <strong>final<\/strong> direction given by Council on September 23, 2024. The writer\u2019s rationale for that omission would be informative.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">The July 5, 2021 motion of Council was to create,<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><em>\u201c\u2026a working group comprised of a balanced representation of the individuals and communities within Wilmot to discuss, develop and suggest plans for the implementation of next steps centred in community cohesion and healing<\/em>.\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">The March 25, 2024 Council meeting contained this counsel from the CAO at that time,<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\u201c<em>Through you mayor, just to affirm, the working group would be option one. So that would create the working group and we could hire a consultant to <span style=\"color: #ff0000;\">help us develop the terms of reference for that working group and they could work with the working group to help the working group develop engagement plans<\/span>.<\/em>\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">The April 8, 2024 Council meeting saw an updated version of Report CAO-2024-03 presented to Council, but with the old date of February 26, 2024 still on it, which stated on page 8,<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">\u201c<em>The firm can provide <\/em><em><span style=\"color: #ff0000;\">ongoing advice and support<\/span> to the working group throughout its operation. This might involve <span style=\"color: #ff0000;\">facilitating<\/span> meetings, addressing challenges, <span style=\"color: #ff0000;\">promoting<\/span> collaboration and <span style=\"color: #ff0000;\">assistin<\/span>g with research. Fostering inclusivity is crucial for successful community engagement. By involving experts experienced in this field, the Township can enhance the effectiveness of the Working Group and achieve better outcomes.<\/em>\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">This 3-part report indicates that the consultants were not limited to just <em>helping<\/em>, <em>providing advice, facilitating, promoting collaboration, assisting<\/em>. IT would appear that there may have been an operational change in the terms of the RFP contract as awarded so that the consultants were now not just operating independently of Council, but were also leading and directing operations of the entire process such that the Working Group was no longer a model to be replicated for \u201c<em>transforming community engagement and consultation processes in Wilmot\u201d, <\/em>nor was it now an initiative that \u201c<em>embodied the Township\u2019s new commitment to transparency<\/em>\u201d, nor is it yet a \u201c<em>step towards collaborative decision-making in Wilmot Township<\/em>\u201d.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">I am confident that interim versions of a report were shared with the 12-member working group along the way, but whether that review was done with all 12 present raises doubts. Consensus does not exist if any of the 12 was not present for all discussions and recording of conclusions.<\/p>\n<ul style=\"text-align: justify;\">\n<li>Were all 12 members present for all meetings of the working group?<\/li>\n<li>Were there any members who only attended the last 2 meetings, for example?<\/li>\n<li>Were all members attentively involved in discussions and decisions, or was there any inattentiveness or lack of focus on the facts at hand during meetings?<\/li>\n<li>The page 10 wording describes the \u201c<em>Decision-Making Process\u201d <\/em>as a,<em> \u201cConsensus-based approach with structured discussions and multiple decision-making levels.<\/em>\u201d This verbiage does not have clarity of meaning for me.<\/li>\n<\/ul>\n<p style=\"font-weight: 400; text-align: justify;\">An AI Google search turned up this: \u201c<em>Decision-making in organizations often occurs across three levels: <strong>strategic, tactical, and operational<\/strong>. Strategic decisions involve long-term planning and resource allocation, while tactical decisions focus on implementing strategic plans, and operational decisions involve day-to-day activities. <strong>Hierarchical<\/strong> decision-making, where decisions are made based on authority levels, is also a common approach<\/em>.\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Which decision-making levels were used for which questions faced by the working group?<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">When making a decision, were the 12 members informed of which decision-making level was being used as the motivation for that decision?<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">How can one reach consensus on a hierarchical decision-making level?<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Can the consultants produce the meeting minutes when the final \u201cvote\u201d tally was produced showing the page 10, Engagement Report, results? The \u201c<em>PMP Outcome Positions<\/em>\u201d tally appears to coincide with the positions of the 12 at the start, and no one has changed over the duration. Are the 12 prepared to consult among themselves at this time and confirm that the record of 4, 4, and 4 is accurate?<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\"><strong>Page 10 of the \u201c<em>Engagement Report<\/em>\u201d, under the sub-heading, \u201c<em>Objectives and Deliverables<\/em>\u201d states:<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\"><strong>\u201c<em>\u2022 Draft recommendations for public review (March 2025), refine them based on feedback, and submit final recommendations to Township Council (April 2025).\u201d<\/em><\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\"><strong>\u00a0<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\"><strong>The CAO\u2019s report CAO-2025-10 does not include the opportunity for the Draft recommendations be reviewed by the public, nor provide strategies for how that public review will be undertaken (focus groups at community centres around the Township with the 12-member working group as facilitators), nor describe how public feedback will be gathered and collated for demographic analysis.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\"><strong>\u00a0<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\"><strong>Therefore, this <em>final<\/em> report package is not a final report. It is only a Draft report and must next go back to the public for analysis and feedback. The 12-member working group also needs to review this draft report for careful analysis before it goes out to the public for review and feedback.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\">This <em>final <\/em>version of the consultants\u2019 report is not a final report, and appears to just be a product of the consultants\u2019 creation. It does not appear to be something that was reviewed and edited \u2013 every word and fact confirmed &#8211; by the 12-member working group, before it was submitted, to the CAO.<\/p>\n<ul style=\"text-align: justify;\">\n<li>How much lead time for review and analysis did the 12-member working group have with the final version presented here tonight before it was submitted to the CAO? Two weeks? One week? 2 days? A few hours?<\/li>\n<li>Did the working group get a prior chance to review the CAO\u2019s report CAO-2025-10, so as to make comment on its contents from a participant\u2019s point-of-view before it was produced? The report shows 3 roles, but only one name in its production. Consensus?<\/li>\n<li>Did the consultants have any prior time to review the CAO\u2019s report so as to make comment?<\/li>\n<li>Did the CAO have prior opportunity to review an almost final version of the report before it was finally submitted?<\/li>\n<\/ul>\n<p style=\"font-weight: 400; text-align: justify;\">On page 2 of CAO-2025-10, the writer opines that,<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><em>\u201cThe current report is in response to the removal of the statues in 2021, and aims to: \u201cFurther this option advances the work done by the First Peoples Group on behalf of the Township, using a collaborative approach to help to determine a path forward for the Prime ministers Path statues.<\/em>\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><u>Number one<\/u>: I don\u2019t understand what that sentence means and I have read and re-read it numerous times. <em>\u00a0<\/em>I don\u2019t understand what the wording,<em> \u201cThe current report \u2026 aims to: \u201cFurther this option advances to work of\u2026\u201d<\/em> means, and therefore I don\u2019t understand what the writer\u2019s objective is and what this report aims to do.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><u>Number two<\/u>: Is this report CAO-2025-10 really in response to the removal of the statues in 2021?<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Or, is it supposed to be a staff report that introduces the Working Group\u2019s and Consultants\u2019 combined efforts to address the direction given by Council at its <strong>September 23, 2024<\/strong> Council meeting? I refer to \u201cItem 13.2, COR-2024-49 \u2013 <em>Award of Contract for RFP 2024-16 Consulting Services \u2013 Public Engagement Process for the Future of the PMP<\/em>\u201d<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><a href=\"https:\/\/pub-wilmot.escribemeetings.com\/Meeting.aspx?Id=7ee09272-86ce-4861-aad8-c0920d7a4554&amp;Agenda=PostMinutes&amp;lang=English\">https:\/\/pub-wilmot.escribemeetings.com\/Meeting.aspx?Id=7ee09272-86ce-4861-aad8-c0920d7a4554&amp;Agenda=PostMinutes&amp;lang=English<\/a><\/p>\n<p style=\"font-weight: 400; text-align: justify;\">where the following motion was carried unanimously:<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><strong>Moved by:<\/strong>Councillor K. Wilkinson<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><strong>Seconded by:<\/strong>Councillor S. Martin<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">THAT Report COR-2024-49 Award of Contract for RFP 2024-16 Consulting Services \u2013 Public Engagement Process for the Future of the PMP be received for information; and,<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">THAT Council direct\u00a0the Working Group to bring forward a draft Terms of Reference for Council approval; and further,<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">THAT the Terms of Reference <strong><span style=\"color: #ff0000;\">comment on all options with respect to the future of the Prime Ministers Path Project<\/span>,<\/strong> including asking the question Does the Township dispose of the statues and if so, how? or alternatively, does the Township continue to display the statues, and if so, how? and all other options considered.<\/p>\n<p style=\"font-weight: 400; text-align: right;\"><strong>Motion Carried Unanimously<\/strong><\/p>\n<p style=\"font-weight: 400; text-align: justify;\">After reading the 3-part report, I conclude that the product before us tonight attempts to address the 3<sup>rd<\/sup> \u201cTHAT\u201d. Councilor Cressman added the final part, <em>\u201c\u2026and all other options considered<\/em>\u201d, and it appears to me that the working group has addressed all three parts \u2013 as directed by Council.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Pages 2 and 3, Staff Feedback section outlines some concerns that Council can address successfully. This Corporation is responsible for providing a safe workplace, and that can be assured with Council\u2019s appropriate directives.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">The report also opines that the recommendations of the Working Group, \u201c<em>\u2026is (sic) beyond the capacity of the current organization<\/em>.\u201d That may be true given the current organization of the corporation.\u00a0 It should be noted that Report CAO-2024-03, February 26, 2024, the CAO reported that, \u201c<em><span style=\"color: #ff0000;\">The Manager of Communications and Strategic Initiatives position has been hired. The Manager of Communications and Strategic Initiatives has experience in community engagement, and has received International association of Public Participation (IAP2) training<\/span>.\u201d<\/em>That position has been restructured away, and maybe Council should direct staff to further reorganize within existing FTE to re-create that position, but with a different person.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">This skilled professional may provide leadership, and coordination on tasks such as developing an in-house Strategic Plan (and save over $46,000 for consultants) and liaison with any structures Council may create to implement suggestions and recommendations in this 3-part report.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\">I suggest that staff does not tell Council what staff has decided what it will or will not do. I suggest that Council will decide what staff will be directed to do. Once directed, staff will manage itself so as to get the work done \u2013 no excuses.<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><u>THE REPORTS<\/u><\/p>\n<p style=\"font-weight: 400; text-align: justify;\">There is a lot of excellent material in these 3 documents, and some conclusions that raise the question of whether the 12 working group members actually led the way, or the consultants gathered and filtered the input, and coordinated with the CAO office rather than the 12 working group members? My comments below are intended to build on the reports\u2019 product as Council deliberates. I recommend that Council:<\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #ff0000;\">[Image #1 \u2013 Final Reflections]<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li>Move forward toward a goal of providing a safe space where structured opportunities for <strong>listening<\/strong>, <strong>sharing<\/strong>, <strong>learning<\/strong>, and <strong>engagement<\/strong> in reflecting on history, identity and belonging may occur.<\/li>\n<li>Create a legal relationship with Createscape Waterloo to facilitate a fundraising foundation with legal charitable opportunities. This legal relationship must provide irrevocable security to Createscape so that, there will be no more reneging by the Township.<\/li>\n<li>In coordination with Createscape Waterloo, consider establishing a Foundation Board of Directors, potentially at arms-length from the Corporation, but coordinating with it. This Board might consist of a lawyer, real-estate broker, certified accountant, historian, cultural representatives (Indigenous and others), an experienced project manager, etc. Optimally these members would be volunteers serving for flexible terms with prescribed responsibilities.<\/li>\n<li>Solicit Wilmot citizens to \u201cname\u201d the project.<\/li>\n<li>Solicit local individual and corporate donors for \u201cnaming\u201d opportunities. A special recognition display in a potential structure on the site would allow these donors to be recognized. Regular communications to the public could include sponsors\/donors names.<\/li>\n<li>Acquire a suitably-sized parcel of land in Wilmot, preferably in Baden and close to Castle Kilbride and the museum. (Charitable donations, including from land owners, can leverage willingness to give by those with resources to donate \u2013 especially with a tax receipt.) [<span style=\"color: #ff0000;\">See Image #2 site plan<\/span>]<\/li>\n<li>Set up financial accounts that allow donors to contribute to the project. This could be in the form of a \u201c<em>subscription\u201d list<\/em> where individuals and corporations make regular (monthly) donations of a fixed regular amount that is deposited automatically each month, such as for hydro, phone, taxes. This would flow through the Township Corporation\u2019s accounts, and an annual tax receipt would be provided. Once the system is in place, it flows. [$10 a month from 500 people = $5,000 a month or $60,000 a year. Each donor gets an annual tax receipt.]<\/li>\n<li>A funding alternative for site acquisition might be D.C.s \u2013 development charges. At present developers provide park land as part of their developments or make payments \u2018in lieu of\u2019. Council could create a policy that provides for a designated portion of DCs to be directed toward the acquisition and maintenance of a \u201cpark-like\u201d site for this project. I suggest there is a precedent for the alternative use of DCs. Council recently voted to defer about $1 \u00bd to $2 million in DCs to encourage the growth of a worthy site on the banks of the Nith in New Hamburg. I suggest that, similarly, this is a worthy project.<\/li>\n<li>I suggest that in any future consultations, that consideration be given to contacting The Saugeen First Nation located in Southampton. Saugeen First Nation is a distinct Anishnaabek Nation comprised of the Three Fires Confederacy. The Three fires Confederacy is a long-standing alliance among the Ojibwe (or Chippewa), Odawa (or Ottawa), and Potawatomi tribes. When the Iroquois invaded southwestern Ontario prior to the arrival of settlers, the peoples living in the region that includes Wilmot Township were defeated, and forced to be absorbed into the Iroquois culture, or to move. Many moved into Michigan and south, or north into present Bruce Peninsula area \u2013 the Saugeen First Nation territory. The current Chief is Conrad Ritchie and one of the band councilors is Lester Anoquot who was the Indigenous representative on the school board, and with whom I worked when I was teaching in Southampton for 10 years. The Saugeen Nation has its own education office, and the counsel these people could provide would be valuable. 519-797-2781 ext. 1103 for the Council Clerk\/Executive Assistant.<\/li>\n<li>Identify potential ways to expand the visitation \u2018sites\u2019 placed on the property:<\/li>\n<li>Start with ice age (first peoples\u2019 arrivals, various origins stories)?<\/li>\n<li>Time sequential dioramas: small group of earliest arrivals, early housing (longhouse, etc.), early food acquisition (hunting, gathering, cultivating, etc.), Chinese labourers on CPR, Jews turned away at B.C. coast, individuals playing significant decision-making roles through our history, etc.<\/li>\n<li>Construct a \u201ccultural centre\u201d of suitable size to accommodate tour groups of 30 \u2013 40 tour bus riders.<\/li>\n<li>Cultural centre would have audio-visual displays that rotate on a schedule or can be \u201cbooked\u201d ahead of time by tour groups that make pre-paid reservations to visit.<\/li>\n<li>The A.V. \u2018presentations\u2019 scripts would be created by content experts such as universities, cultural \u2018experts\u2019 and converted to \u2018professional grade\u2019 product paid for through grants.<\/li>\n<li>Resource list \u2018hand-outs\u2019 with further reading suggestions.<\/li>\n<li>Create a communications strategy for promoting tourist visits to Wilmot\u2019s project site.<\/li>\n<li>Contact the Stratford Festival for ideas how to market such this project.<\/li>\n<li>Coordinate with the Board of Trade regarding long-term plans for provision of support services required by potential tourists:<\/li>\n<li>food;<\/li>\n<li>local transportation to Castle Kilbride and the museum (rickshaws pulled by university students in season?);<\/li>\n<li>local historical buildings;<\/li>\n<li>alternate bus tour spin-off to New Hamburg to view homes in Marie Voisin\u2019s books\u2019 list (with accompanying local guides on the bus?)<\/li>\n<\/ul>\n<p style=\"font-weight: 400; The symposium would be free to the public and tied into the unveiling of the next 4 statues &#8211; assuming we could do the unveiling on the Saturday.<\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\">Details on the symposium are below, but thought important to set-out the <strong>strategic objectives<\/strong>:<\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\">provide an academically-sound and entertaining educational sessions on leadership, the role of prime ministers and an assessment of PMs. The intention is also to make the symposium an annual event &#8211; see next objective;<\/li>\n<li style=\"font-weight: 400;\">set the stage for a &#8220;Centre for the Study of Canadian Prime Ministers&#8221;, based at Castle Kilbride and the proposed Township library. I understand that the Township is interested in building a library in that area. This 1&#8243;Centre&#8221; could be similar to The Grace Schmidt Room at the KPL, but with additional focus on active research on political history, publications, etc. Before you need cardiac assistance, we know this is a big vision approach. Our objective at this stage is to set the stage for that discussion and as part of doing so inviting participation in some fashion by a few people who are also interested.<\/li>\n<li style=\"font-weight: 400;\">promote the PM Statues project for fundraising and &#8220;friendraising&#8221; purposes. We do not necessarily see the symposium as a fundraising event in and of itself, but to continue to spread the positive messages, build awareness, obtain support, etc.<\/li>\n<\/ul>\n<p style=\"font-weight: 400; text-align: justify;\"><strong>Symposium Logistics<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\">I have lined-up a donation of up to $5,000 to support this initiative. There may be other funding sources to support or enhance<\/li>\n<li style=\"font-weight: 400;\">use the council chambers for the public events &#8211; Tracy &#8211; what is the capacity?<\/li>\n<li style=\"font-weight: 400;\">expenses &#8211; we would pay accommodation and meals. I checked the Walper Hotel site and rooms available from $129 on Friday, June 19. Not saying it is the Walper, but just a benchmark for an historic hotel that has welcomed Prime Ministers and former Prime Ministers. We would also pay for Friday night dinner<\/li>\n<li style=\"font-weight: 400;\">symposium would in time for those who are intersted to attend Margaret Trudeau&#8217;s show at Stratford on Saturday evening, for which tickets can be arranged<\/li>\n<li style=\"font-weight: 400;\">N.B. &#8211; not all of the individuals listed below have agreed or even been asked so keep confidential.
