Whitesell & Co. was contracted as a consultant at a final cost of $65,536. Its purpose was to “assess the existing processes, practices, staffing and organization structure to identify opportunities for improvement….to identify options and develop a People Plan that would ensure efficiency and effectiveness in meeting current and anticipated (5-10 years) service delivery requirements”.
THIS REPORT HAD BEEN WITHHELD AND WAS ALLEGED TO NOT EXIST, EVEN AFTER PAYING OVER $56,000 FOR IT.
THE FINAL REPORT DOCUMENTS HAVE STILL BEEN WITHHELD AS TEH TOWNSHIP STILL ALLEGES THAT WHITESELL NEVER PRODUCED THEM. JOHN WHITESELL SAYS HE HAS DELIVERED ALL DOCUMENTS AS CONTRACTED.

The report below is the most recent document that I have been able to obtain from the Township after investing $30 in Freedom of Information requests and Information and Privacy Commissioner appeals over 8 months. The final 2 documents referred to on page 5 below have not been released to me as the Township alleges that Whitesell & Co. never produced the documents – in spite of having paid the full contracted price to the consultant.
I called John Whitesell, the consultant in Toronto, and he claims that he has delivered all of the documents referenced in the Request For Proposal and that the Human Resources Department has them. Someone is lying!
